you rely on 3rd party dependencies that your users have to install manually to run your project. (git, curl, ....) so AFAIK Windows Server 2012 R2 is still a valid platform as per your application list; Microsoft Windows running on an AMD x86_64 or Intel EM64T CPU

LODA requires a web client (curl or wget). Windows 10/11 have curl pre-installed as part of the OS:

It appears like MS didn't port it to Windows Server.
That means, you would need to install it manually on this machine.
